How Bills Are Assigned to the Six Pillars

Each bill in the 119th Congress is automatically labeled with one of AHP’s Six Pillars using keyword matching — a text-analysis method that scans the bill’s official title and most recent legislative action text for subject-matter terms associated with each pillar. This is a computational classification, not a manual policy review. A bill may match more than one pillar’s keywords, but only the first matching pillar is displayed. Bills whose titles contain no matching terms appear without a pillar label under “All Bills.” AHP will periodically refine these keyword lists as the 119th Congress session progresses.

Methodology note: The congress.gov API does not return policy area classifications in bulk bill listings — those fields are only available by fetching each bill individually, which would require 14,000+ separate API calls. Keyword matching against bill titles is therefore the most practical real-time classification method available. It carries inherent limitations: a bill titled broadly (e.g., “To amend the Internal Revenue Code”) may go unclassified even if its content is highly relevant to a pillar. AHP intends to layer in manual curation and expanded classification logic as the tracker matures.
